On Tuesday, October 18, NABU and SAPO exposed the former deputy in an attempt to bribe the mayor of Dnipro for 22 million euros. It is reported by Railway Supply magazine with reference to Unian.


It is noted that this is one of the record bribes recorded by law enforcement agencies in Ukraine.

As the investigation found out, in October 2022, a former MP (formerly a top official of the state company UkrBud) offered Dnipro Mayor Boris Filatov a bribe for concluding a contract for the construction of a subway in Dnipro out of competition with companies controlled by him.

“He promised to provide funds in batches during the life of the project – until 2027. The mayor’s “loyalty” was estimated at 10% of the project cost (220 million euros), which amounts to 22 million euros, respectively. The project is financed by a loan from the European Bank for Reconstruction and Development “, the message says.

The former deputy was detained. The issue of notification of suspicion is being resolved. The preliminary legal qualification of an offense is an offer or promise to an official holding a particularly responsible position to provide him or a third party with an unlawful benefit (Part 4 of Article 369 of the Criminal Code of Ukraine).

It is noted that NABU launched an investigation at the request of the mayor of Dnipro.

Boris Filatov wrote on his Facebook page: “Yes, I confirm it is true. As a person of procedural status and under a confidentiality agreement, I will not go into too much detail.” Filatov specified that after the bribe offering, he immediately went to NABU, as required by law.
