Investigation of UZ losses during the purchase of diesel fuel completed

On August 31, 2022, NABU and SAPO filed a case with the court on inflicting almost UAH 103 million in losses on PJSC Ukrzaliznytsia when purchasing diesel fuel.
According to the investigation, at the beginning of January 2017, the Production Provision Center branch of PJSC Ukrzaliznytsia concluded a number of contracts with an enterprise, controlled by the corruption scheme participants, for the purchase of 55,000 tons of diesel fuel at prices ranging from UAH 18,499 to UAH 18,999 per ton. At the same time, the head of the branch refused to order diesel fuel under these economically beneficial contracts, and in January 2017 he ordered diesel fuel from the same company, but under other contracts with a higher price – from UAH 21,300 to UAH 22,230 per ton. At the end of January 2017, the corruption scheme participants entered into a number of additional agreements to the supply contract, which unreasonably increased the price of diesel fuel for Ukrzaliznytsia by 10%. The suspects concealed their illegal actions by manipulating information about price fluctuations in the fuel market. Immediately after several increase in prices, the management of the branch issued orders for the supply of the entire volume of fuel. As a result, in January-February 2017, PJSC Ukrzaliznytsia overpaid more than UAH 102.7 million, purchasing diesel fuel at prices ranging from UAH 22,421 to UAH 22,971 per ton.
On May 18, 2021, NABU and SAPO reported suspicions to the above persons. In July 2021, NABU and SAPO completed their investigation.
This case was the third episode of the corruption scheme exposed by detectives of the National Bureau, which operated in 2015-2017 at UZ with the participation of the same commercial company selling petroleum products.
