Industry welcomes the landmark decision on ETCS adoption

The adoption of the European Train Control System (ETCS) marks a defining moment for the National Network for Interoperability. Ministers agreed in Melbourne to make ETCS the mandatory technology for all future digital signalling and control systems.

This alignment will remove long-standing inconsistencies between jurisdictions, enabling seamless rail operations across state borders. Industry leaders argue that interoperability will improve safety, optimise performance, and encourage further investment in the sector.

Decision supports growth in rail manufacturing and supply chains

Ministers also strengthened the Rail Industry Safety and Standards Board’s (RISSB) role in setting technical standards. The move is expected to streamline approvals and create a unified national framework for rollingstock procurement.

Under the National Rail Procurement and Management Strategy, authorities will harmonise manufacturing standards and align procurement processes. This approach aims to expand local manufacturing capability, strengthen supply chains, and deliver cost savings for both governments and suppliers.

The Australasian Railway Association (ARA) called the reform package a “historic” advancement for the industry. ARA Chief Executive Caroline Wilkie said consistent standards would increase rail’s competitiveness as the preferred mode for both passenger and freight services.

Industry leaders emphasised that the shift to mandatory ETCS standards represents more than a technology upgrade—it is a strategic step to position Australia’s rail network for future challenges. RISSB Chair Dr. Gillian Miles noted that a unified approach will improve safety and operational reliability nationwide.

Alan Fedda, RISSB’s CEO, added that members want stronger leadership in implementing harmonised standards. According to him, this will help operators adapt to emerging technologies while ensuring consistent performance across the network.

By combining cutting-edge technology, clear governance, and coordinated procurement, Australia is setting a course for a more productive, efficient, and competitive rail system capable of meeting domestic and international market demands.
