The plant provides stable employment for over 500 workers, consistently pays salaries and taxes, expands its client base, opens new branches, and modernizes its operations.

History and Core Activities of DLRR

Founded in 1866 as a repair base for steam locomotives, DLRR has come a long way. In 1965, it shifted focus to the overhaul of diesel locomotives, and today it leads the Baltic region in the repair and modernization of rolling stock. Its main areas of expertise include:

• Rolling Stock Repair: mainline and shunting locomotives, diesel and electric trains, passenger cars.
• Metalworking: manufacturing spare parts, repairing wheelsets, diesel engines, and train components.

DLRR not only restores railway equipment but also offers high-quality metalworking services to other industries, leveraging its extensive experience.

Modern Technology and Investments

With support from the Latvian Investment and Development Agency (LIAA) and the European Regional Development Fund (ERAF), DLRR completed the “High Value-Added Investments” project.

The plant acquired 16 CNC machines and advanced welding equipment, enabling it to optimize spare parts production for locomotives, develop new products, and enter new markets. Upgraded infrastructure has solidified DLRR’s position as a leader in metalworking and railway repair.

DLRR employs over 500 people, many of whom have dedicated their entire careers to the plant. “Before the war in Ukraine, we had around 700 employees, but due to a shift to new markets, the workforce dropped to 450 before stabilizing,” plant representatives explain. Staff turnover is minimal, and long-serving employees—women with over 20 years and men with over 25 years of service—are honored annually with awards on the plant’s birthday in August.

DLRR has weathered recent crises, including rising resource costs, energy issues, and geopolitical turbulence. With two years until its anniversary, management aims to boost profits, create new jobs, and improve working conditions. Commercial Director Olga Piļščikova, a Master of Science in railway transport, states: “We are the largest in the Baltics and Eastern Europe in terms of capabilities, equipment, and expertise. Our competitors are no match.” Her goal is to ensure DLRR’s earnings stay in Latvia, providing local residents with steady employment.

Sustainability and Modernization

DLRR prioritizes sustainability in the railway sector. Repairing and modernizing locomotives is both cost-effective and eco-friendly compared to purchasing new ones. The plant upgrades equipment to meet modern standards, enhancing efficiency. Looking ahead, DLRR plans to join green transformation projects, further improving the environmental footprint of rail transport.

New Horizons: Tram Production

DLRR is venturing into modern tram manufacturing. Four new trams, built entirely at the Daugavpils facility, are already operating in the city. The plant offers modernization services for aging tram fleets, replacing key components and installing EU-standard electronics.
