Senators Tammy Baldwin and John Cornyn introduced the bipartisan STOP China Act to restrict the U.S. Department of Transportation from funding purchases of Chinese-built transit vehicles.

Although Congress already passed earlier restrictions, Chinese companies continued to exploit legal loopholes. So the new bill aims to close those gaps and safeguard American taxpayer money.
According to the sponsors, the ban on Chinese buses and rail cars ensures U.S. investment supports domestic jobs and industries, not geopolitical rivals.

The legislation prohibits any USDOT grants from funding vehicles manufactured by firms tied to the Chinese government. It directly responds to attempts by Chinese entities to bypass prior restrictions.
Additionally, the bill instructs the U.S. Trade Representative and Attorney General to create a public list of banned companies headquartered in or affiliated with China.
