The audit, which reviewed the pre-award phase of Amtrak’s procurement process, found that employees often failed to follow internal requirements designed to protect the company’s financial interests.

In multiple cases, contracts lacked proper cost estimates or included only a single, vague figure without details for labor or materials. These gaps make it difficult to determine whether Amtrak is receiving fair value in vendor agreements. Additionally, several contract files did not meet internal standards for committee oversight, such as documenting membership changes or confirming there were no conflicts of interest.

Another major finding involved training shortfalls. Staff responsible for procurement decisions have not received adequate education on identifying fraud indicators, which increases Amtrak’s exposure to financial risk and mismanagement.

Amtrak Responds to OIG Findings on Contract Oversight

To address these vulnerabilities, the OIG outlined four key recommendations: establish a formal review process for solicitations, develop guidelines for detailed cost estimates, track pre-award data to detect potential fraud, and provide recurring training on procurement risks. These steps aim to strengthen internal controls and improve transparency.

Amtrak officials accepted all of the recommendations and have already begun drafting an implementation plan. Their response highlights a commitment to improving oversight as the company continues expanding its infrastructure and operations nationwide.
