On July 3, Transport Secretary for Wales Ken Skates and UK Secretary of State for Wales Jo Stevens visited the Padeswood site to launch the long-anticipated upgrade. This project marks a key step toward delivering a faster, more efficient transport network under the Network North Wales vision.

The UK Government recently confirmed funding during the Comprehensive Spending Review, allocating at least £445 million to improve railway infrastructure across Wales. A major portion of that investment now supports the Wrexham to Liverpool rail upgrade, with Padeswood identified as the first construction site.

The upgrade at Padeswood will allow two passenger trains per hour to run between Wrexham and Liverpool, significantly enhancing travel frequency. This section of the line also supports freight traffic for Heidelberg Materials’ cement plant. By upgrading the route, authorities aim to streamline freight logistics and stimulate regional industry.
Ken Skates emphasized the dual benefits of the project. “This is about more than just trains. It’s about economic opportunity, community connectivity, and better regional transport,” he stated. “Delivering this upgrade means we’re closer to a truly integrated North Wales network.”
Economic impact of Wrexham to Liverpool rail upgrade
Jo Stevens reaffirmed the UK Government’s commitment to reversing historic underfunding in Welsh rail. “We’re investing in the country’s future,” she said. “This project brings modern stations, faster trains, and direct benefits for people and businesses across North and South Wales.”
In addition to the Padeswood development, the region will soon benefit from a 50 percent increase in services on the North Wales mainline, better connectivity between Chester and Wrexham, and a wider rollout of Pay As You Go ticketing. Design and planning work for the Wrexham to Liverpool rail upgrade will continue in the coming months, with construction scheduled to follow.
