Union Pacific–Norfolk Southern merger gains lawmakers’ backing
16.12.2025
Three Democratic lawmakers from the South are calling on federal regulators to take a close look at the Union Pacific–Norfolk Southern merger, saying it could strengthen the freight rail network and improve service nationwide, as reported by Trains.

Union Pacific–Norfolk Southern merger letter to the STB
In their letter, Mississippi Rep. Bennie Thompson and Louisiana Reps. Troy Carter and Cleo Fields urged Surface Transportation Board (STB) Chairman Patrick Fuchs to conduct a careful review. They described rail freight as “vital to our states and the country’s economy,” and said the process should help move the U.S. toward “a more efficient, reliable, and competitive transportation network.”

Mississippi and Louisiana lawmakers cite potential benefits
The congressmen wrote that, based on their discussions with Union Pacific and Norfolk Southern, the proposed deal could offer a “unique opportunity” to strengthen the combined company’s current rail network. They also said it could deliver tangible benefits for shippers, consumers, and communities.
Norfolk Southern operates in both Mississippi and Louisiana, and UP’s eastern terminus is in New Orleans, placing the merger’s footprint firmly in the region.
Why Troy Carter’s support stands out?
Carter’s support is notable given his role on the House Committee on Energy & Commerce, which legislates on interstate and foreign commerce and also oversees the Department of Transportation.
The railroads anticipate filing their formal merger application with the STB this week, setting up the board’s review of the Union Pacific–Norfolk Southern merger—a process also tracked by Railway Supply.
