Ukrzalyznytsia plans to acquire 80 electric locomotives

Depending on the availability of funding, the procurement will involve either 30 or 80 electric locomotives, this is reported by the railway transport news portal Railway Supply.
According to CTS, this information comes from an announcement published on May 23 on the European Bank for Reconstruction and Development (EBRD) tender portal.

The tender is being conducted on the EBRD platform as part of the World Bank’s “Restoration of Critical Logistics Infrastructure and Network Connectivity (RELINC)” project.
The potential supplier must develop and offer dual-system electric locomotives (direct/alternating current), including 25 kV, with a maximum operational speed of up to 120 km/h.
Additionally, it is necessary to train AO UZ personnel to operate the locomotives.
Tender applications will be accepted until July 22, 2024.
As noted on the World Bank portal, AO UZ has applied for World Bank funding to cover the costs of the RELINC project and intends to allocate part of the proceeds for payments under the “Procurement of Electric Locomotives” contract.
Similarly, UZ has applied for funding from the European Bank for Reconstruction and Development.
It is also indicated that bidders must submit two different tender proposals: one for 30 locomotives and one for 80 locomotives.
Depending on the availability of funding, the contract will be awarded to the participant offering the most advantageous proposal, as follows:
– Either 80 locomotives in two separate contracts for 30 and 50 locomotives, financed by a World Bank grant and an EBRD loan;
– Or 30 locomotives in a single contract, financed solely by the World Bank proceeds.
It is worth noting that in early 2022, Ukraine and France agreed on the supply of 130 Alstom electric locomotives to “Ukrzalyznytsia” worth 900 million euros.
However, due to the onset of the Russian invasion, the agreement has not progressed beyond the signing of the protocol. The French manufacturer may participate in the new tender alongside other contenders.
