Pavlo Kolosko, Director of Laude UA, believes that without dialogue with market players, Ukrzaliznytsia’s decisions may disrupt logistics. This applies not only to grain but also to other general cargo types.

These include rolled steel, ilmenite, and ferroalloys. In a challenging economic climate, shippers aim to cut transport costs using high-capacity containers.

Ukrzaliznytsia risks losing freight flows

If tariffs for heavy containers increase, some cargo may shift to road transport. This would heighten competition and reduce the railway’s revenue.

Operators also highlight the need for clear regulation. It remains unclear whether scheme 12 of the Tariff Guide will apply, or if container classification will be amended.

These matters require official clarification from Ukrzaliznytsia so that the market can anticipate changes and adapt in time.

Last year, container transport volumes exceeded 258,000 TEUs, with grain cargo accounting for 46% of the total. This underscores the importance of a balanced tariff policy.
