U.S. Rail Safety Warning Over SEPTA Fire Risk
24.10.2025
Federal officials warned that Philadelphia’s transit authority must urgently address a growing fire risk in its aging Silverliner IV fleet after an emergency order was issued on October 1, 2025.

Federal Agencies Demand Action on SEPTA Fire Risk
US Transportation Secretary Sean Duffy challenged the Southeastern Pennsylvania Transportation Authority, SEPTA, to correct the danger for fires in their regional rail cars. This came in an FRA emergency order requiring corrective action in 30 days in view of no less than five incidents for fires in the vehicles in question.

The National Transportation Safety Board (NTSB) also supported the legislation, emphasizing that the 50-year-old train cars, also known as the Silverliner IVs, require immediate modernization. As Duffy stated, if no radical action is taken, the system could soon face severe safety issues.
SEPTA Fire Risk Raises Funding and Operational Challenges
SEPTA is operating with 225 cars from the Silverliner IV series, which is almost two-thirds of its regional fleet. Replacement for these cars would require almost $2 billion, which is far beyond SEPTA’s budget at the moment. As such, SEPTA is operating the cars with over 40 safety regulations in place, such as alarms, inspections, and monitoring practices.
Governor Josh Shapiro’s administration obtained $46 million in funding in the last year, in addition to another $167 million that the system required for funding. The system is facing challenges following the delay in more funding from the state Senate, which is politically divided. Duffy argued that the need for collaboration in the system is more significant, especially with Philadelphia set to host the FIFA World Cup in 2026, where transport is critical for travelers.
Federal regulators continue to monitor SEPTA’s response and warned that if safety improvements lag, restrictions on service could follow. A partial shutdown would significantly disrupt travel for commuters across the Philadelphia metropolitan region.

News on railway transport, industry, and railway technologies from Railway Supply that you might have missed:
What caused the SEPTA fire risk?
The fire risk stems from aging electrical systems in SEPTA’s 50-year-old Silverliner IV trains, which have experienced multiple fires in recent months.
Can SEPTA replace the old railcars immediately?
No. Replacing the Silverliner IV fleet would cost about $2 billion, so the agency is relying on safety upgrades and state funding to maintain operations.
How is the federal government responding?
The FRA issued an emergency order on October 1, 2025, and Secretary Duffy warned that non-compliance could lead to service restrictions.
