Officials emphasized that avoiding a competitive bid was necessary because U.S. tariffs created risks, so Toronto opted for direct negotiations. Mayor Olivia Chow underlined that replacing the old trains ensures safe, reliable service and protects Canadian workers.
Negotiations with Alstom will continue through the year, with updates expected at the TTC board by year-end. The contract also includes options for additional trains if more funding is secured and if Alstom delivers strong performance.
TTC trains to meet growing ridership demand
Line 2 carried about 419,000 daily riders in March, a figure expected to rise above 660,000 by 2041. Because Toronto’s Gardiner Expressway only handles 140,000 vehicles per day, officials stressed the subway’s critical role in handling future growth.
Transportation Minister Prabmeet Sarkaria said the cars will be built in Ontario, ensuring jobs remain local. He added that this deal protects Ontario’s economy while securing advanced trains capable of supporting new technology and signaling systems.
Alstom, which acquired Bombardier’s rail division in 2021, already has production facilities in Quebec and Ontario. The new rolling stock will allow more frequent service and higher capacity, while the TTC maintains its aging fleet until deliveries begin.
