On the 20th of October 2020 a letter of intent was signed between Russian Railways, Sinara Group, Siemens Mobility and Ural Locomotives, which provides for the signing of an agreement in 2021 between the Russian Railways Ural Locomotives plant for the maintenance and supply of high-speed trains.

Ural Locomotives plant is to ensure localization of electric train production up to 80%, as well as life cycle maintenance of forty-two electric trains.
