SLSI Strengthens Safety Culture for Small Railroads

In late May, the Short Line Safety Institute released the 2024 FRA review, assessing safety culture across 20 small railroads and commuter lines to identify progress and gaps in safety performance. This is reported by the railway transport news portal Railway Supply.
The results revealed that small railroads show strength in personal protective equipment, open dialogue with leadership, and mentoring. But many lack consistent implementation of Safety Action Plans and reporting structures.

To address these concerns, SLSI will expand support in 2025, helping small railroads create and execute tailored plans that promote lasting cultural change and safer operations.
Creating Action Plans for Small Railroads Remains Key Challenge
SLSI Director Sam Cotton noted that most railroads struggle to convert assessments into strategic improvements, especially in documenting and applying corrective measures through Safety Action Plans.
Although some railroads already prioritize employee accountability and empowerment, gaps persist in recognizing safe behavior and reporting hazards. Without action, those gaps risk undermining progress.
SLSI Offers Free Safety Culture Assessments to Small Railroads
Safety Culture Assessments (SCAs) are free, confidential, and voluntary for short line, regional, and passenger carriers. Railroads gain insights into team safety behavior and leadership alignment.
SLSI not only conducts these evaluations but also continues working with railroads after assessments, helping them translate recommendations into practical, long-term improvements.
By extending guidance and tools to more small railroads, the institute fosters a proactive mindset that embeds safety into every level of rail operations.
As 2025 assessments begin, SLSI remains committed to empowering smaller carriers to lead with safety, accountability, and measurable progress.
