SEPTA’s Silverliner IV Safety Review

The transit authority in Philadelphia is continuing to inspect its Silverliner IV fleet after the National Transportation Safety Board expressed concern earlier in the year about the risks of electrical fires and old parts on the vehicles.

The 50-year-old vehicles, manufactured in the mid-1970s, represent a substantial fleet within the regional network operated by SEPTA. FRA initially issued an instruction to inspect the entire 223 vehicles for safety in 30 days. As of late October 2025, it has been reported by WHYY and 6ABC that between 80 to 110 vehicles were inspected for safety in areas such as electric features, brake functions, and risk of fire.

Despite the importance of resuming normal operations, SEPTA announced that it would not expedite the process because safety is the paramount concern at this point in time. The relevant officials indicated that the trains would be in compliance with federal standards before they were allowed to go back to normal.

Extension Request and Passenger Impact

The agency has requested FRA for almost a two-week extension, although the new deadline has not yet been confirmed. This is normal if the agencies show progress and transparency in the process.

In order to reduce disruptions, SEPTA has rescheduled routes and operated backup Z-trains on heavily used routes. There have been reports of delays, however, service has been normal.

Federal officials are expected to take action shortly, and it must be done in light of operational requirements and public safety concerns. It has been observed that if it is extended for a short term, it would help SEPTA complete the inspection process and regain passenger confidence.
