The initiative began in 2021 and led to 140 actions, including a hiring and pay freeze for management, reduced consultant contracts, and limits on travel and other non-essential costs.

These measures lowered SEPTA’s structural deficit from $240 million to $213 million. Leaders say these results highlight the agency’s ability to manage costs while preparing for long-term challenges.

SEPTA targets strategic growth with expanded program

A new phase of the SEPTA program will focus on fare evasion, safety improvements, and joint development efforts to yield an extra $76 million over three years.

By addressing critical inefficiencies and boosting compliance, the agency aims to maintain service quality without additional strain on public funds.

SEPTA leadership emphasizes accountability and results

Board Chair Kenneth Lawrence said SEPTA cannot rely solely on external funding and must lead its own reform. He emphasized internal savings as vital to restoring financial stability.

Officials added that transparency, internal discipline, and better resource use will help make SEPTA more sustainable and resilient over time.

These moves, they argue, prove SEPTA’s readiness to evolve in response to growing operational and fiscal demands.
