High-speed trains and the Saudi Vision 2030 strategy

The state-owned operator Saudi Arabia Railways (SAR) has notified rolling stock manufacturers about the upcoming tender. The new trains will operate on the country’s only high-speed railway, where services reach speeds of up to 300 km/h.

This project is part of the national Saudi Vision 2030 strategy, aimed at reducing reliance on oil revenues and expanding the private sector. Demand for high-speed services is particularly high during the Hajj and Umrah seasons.

High-speed trains on the Haramain line: current status

The Haramain high-speed rail connects Mecca and Medina. Since 2018, it has been served by 36 Talgo 350 trainsets, purchased in 2011 for $1.37 billion. These trains are designed to withstand temperatures from 0°C to 50°C and can carry 417 passengers.

The line is operated by a consortium of two Saudi and twelve Spanish companies, with Renfe as the main shareholder. Although the operator holds an option to purchase an additional 22 Talgo 350 trainsets, this option has not yet been exercised.

Authorities expect that expanding the fleet will reduce headways between trains and improve passenger comfort. This will boost the competitiveness of rail transport and ease the burden on highways.

Experts believe that investments in rail infrastructure will strengthen the country’s position as a regional transport hub. The project is also expected to create new jobs, attract private investment, and accelerate Saudi Arabia’s integration into the global transport network.
