The recently established enterprise ‘Novorossiya Railways’ by the occupiers is in urgent need of grain wagons and semi-wagons, but they are not available, according to the railway journal Railway Supply, citing Rail.insider.

Russian railway operators are not rushing to send their rolling stock to the region, as insurance companies refuse to take on the possible risks.

The editorial staff received letters from two major Russian companies, a leasing company and an insurance company. In the documents, they clearly indicate that they have no intention of insuring wagons operating in different regions of Russia.

Interestingly, the blacklist includes not only the temporarily occupied parts of the Luhansk, Donetsk, Zaporizhzhia, Kherson regions, and Crimea, but also a whole list of regions in mainland Russia, such as Bryansk, Belgorod, Kursk, Rostov, and Voronezh oblasts.

In essence, the companies are absolving themselves of responsibility. Only two major insurers have provided a written refusal, while others exercise caution but verbally deny operators and leasing companies, according to sources in the freight transportation market.

The operators themselves admit that these restrictions effectively block any of their operations in different regions.

A spokesperson for the editorial staff added that few would take the risk of launching wagons into new territories, especially considering potential sanction consequences.

As one possible solution to this issue, the direction of outdated wagons for freight transportation to the occupied territories is being considered.
