To accomplish this, Richmond Pacific Railroad collaborated with Western Rail Inc. on an upgrade of a legacy EMD MP15DC locomotive built in 1982. The unit originally served Missouri Pacific and later Union Pacific before being modernized with a Cummins QST30 engine, a Kato alternator, and a custom electrical system by TMV Control Systems.
The addition means that all active RPRC locomotives now meet the U.S. EPA’s most stringent diesel emissions tier. This transition minimizes pollutants, improves operational reliability, and strengthens compliance with California air quality regulations.

The Bay Area Air Quality Management District provided grant funding to support the project, though the total value was not disclosed. These funds helped retire an older EMD unit and replace it with a cleaner and more fuel-efficient alternative.
