Transport for London (TfL) has published a draft business plan for the period April 2023 to April 2026. It includes the planned delivery of new Siemens Mobility and CAF trains, as well as the completion of a four-line upgrade program on the Circle, District, Hammersmith & City and Metropolitan lines of the London Underground. It is reported by the Railway Supply magazine with reference to the Railway Gazette.

Subject to the provision of long-term government capital funding, TfL’s plans include the purchase of replacement vehicles for London trams, new tube trains for the Bakerloo line and resignalling the Bakerloo and Piccadilly lines.

The business plan prioritizes projects that become financially viable within three to five years, including energy efficiency schemes that will reduce operating costs and help achieve environmental goals. Any expansion of the network will continue “where appropriate” but will be subject to the provision of additional funding, as significant capital expenditures are not covered by operating income.

TfL says funding arrangements with the Greater London Government and Authorities provide financial certainty through March 31, 2024, however, after April 2024, long-term certainty on public funding is needed.

“Like any other major transport company in the world, we will need continued government support for capital investment. Discussions have already begun with the government on overall priorities for future investment.” – reported in the company.
