Railway Reform in Vietnam: New Classification and Improvement of the Transport Network

The Ministry of Transport of Vietnam has proposed significant changes in the management of the country’s railway system, this is reported by the railway transport news portal Railway Supply.

The draft revision of the railway law outlines new approaches to organizing and managing railways.
The main goal of the proposed reforms is to enhance the functioning of the transport network and increase its efficiency.
Under the new plan, Vietnam’s railway system will be divided into three categories: national, local, and specialized railways.
National railways will be directly managed by the Ministry of Transport. They will handle transport at the national level, including economic zones and transnational routes.
Local railways will be managed by local authorities. These railways will service passenger and freight transport within individual cities and provinces.
Specialized railways will be under the jurisdiction of private organizations or individuals and will cater to specific transport needs.
Regional railways will be a special type of local railways. These lines will cross several provinces and centrally governed cities. A key settlement will be appointed to coordinate investments and management of these efforts.
Funding for the construction of regional railways will be allocated among provinces and cities.
The allocation will be based on the length of railway lines passing through each area or according to an agreed proportion.
Currently, Vietnam Railways Corporation (VRC) manages a network of over 3,100 km and serves 297 stations.
This network includes 15 railway lines connecting 34 provinces and cities in Vietnam, as well as two transnational lines linking Vietnam with China’s railway network.
VRC is also responsible for the complex infrastructure of bridges, tunnels, and signaling systems.
