Rail Baltica Procurement Plans for 2025

The planned procurements cover superstructure construction, environmental studies, and infrastructure design work. Key tenders already initiated include Soodevahe-Muuga, Muuga freight terminal expansion, and essential eco-duct projects.

Rail Baltica has also launched tenders for a railway bridge design and environmental impact assessments. An internal audit services procurement for 2025-2026 ensures governance and compliance.

These procurements drive seamless implementation across Estonia, Latvia, and Lithuania, keeping project timelines on track. The initiative supports infrastructure growth while maintaining environmental responsibility.

Funding and Future Investments for Rail Baltica

November 2024 marked a major financial milestone with an additional €1.4 billion secured from the Connecting Europe Facility. The project’s total secured funding now exceeds €4 billion.

CEF grants cover up to 85% of costs, with Baltic states co-financing the remaining expenses. In 2025, Rail Baltica aims to secure an extra €300 million through additional EU funding.

Alternative financing models, including public-private partnerships, are under evaluation. This diversified approach ensures long-term financial sustainability for the railway network.

Industry Collaboration and Business Engagement

Aiga Benfelde, Head of Procurement at RB Rail, highlighted the significance of early market engagement. She emphasized that strong collaboration with industry players improves procurement efficiency.

“Open communication and early engagement with suppliers ensure successful procurement outcomes,” she stated. “We invite businesses to explore available opportunities and participate actively.”
