The transport secretary, Sean Duffy, said the project would not become trapped in decades of hold-ups. Instead, the government is accelerating preliminary engineering and design work with a $43 million injection. The administration of President Donald Trump has moved the redevelopment to the top of its agenda, promising a brighter, more efficient transit hub.

Modernization Plans and Key Challenges

The revamped design would enhance passenger flow and facilitate a large, single-level station that could accommodate increased traffic, the report said. Officials said the upgrades were necessary for a station that accommodates more than 600,000 travelers each day in New York.

One unresolved question is the fate of Madison Square Garden, which sits above the station. Retrofitting the hub for the 21st century was a cause célèbre for advocates who want to restore its former glory, but moving the arena is only one element of the new design competition.

Money and Watchdog for the Penn Station Project

The project will be overseen by Amtrak, which owns the federally chartered facility, in conjunction with the Transportation Department. Andy Byford, who was the former head of New York City Transit, will head up planning as a special adviser.

Kathy Hochul, the governor, welcomed the federal takeover, saying it will allow more than $1 billion to be redirected to other state priorities. She said she was hopeful that the plan would produce at long last “a station worthy of this great city.”
