OBB Hybrid Locomotives Tender Awarded No BIT
29.08.2025
The Tender is declared Unsuccessful. This is reported by the railway transport news portal Railway Supply.
Austrian state-owned railway operator OBB has cancelled a tender for the manufacture and delivery of up to 200 eHybrid locomotives after receiving no compliant offers, the company said this week. The tender was first opened in 2021.
Reasons Behind the Tender’s Failure
Both bids submitted had been rejected as non-compliant with the Trypkos tender. But that hasn’t put plans to modernize the fleet on hold. OBB is also looking at other options for a solution.

It was anticipated that the locomotives would achieve a “last mile” capability for shunting. They were to replace an aging series of class 1063 and 1163 electric locomotives. That means delays can hamper efficiency.
Consequences of the Tender Cancellation
The budget for procurement was €789 million without VAT, a measure of the size of the project. Simultaneously, OBB is still on the look out for trustworthy suppliers. This in turn will allow them to be renovated as required.
The cancellation creates an opening for new bidders. However, risks of delays persist. OBB continues to concentrate on sustainable solutions for the future.
Why was OBB's tender for hybrid locomotives cancelled?
The tender was declared a non-starter as neither of the bids met the terms and conditions. This has to do with locomotive features and performance demands.
What locomotives were the follow ons meant to replace?
The tender was to replace series 1063 and 1163 shunting locomotives from 1981 to 1992. The new eHybrid variants were also meant to improve matters.
How much was the budget of the purchase of locomotives project?
The original budget (excluding VAT) was EUR 789 million for a maximum of 200 systems. That big outlay was supposed to update the carrier’s planes.
