The pass, whose name translates as Dutch Off-Peak Free Train, is intended for the summer season. It is designed to make rail travel more affordable⁠ and encourage more people to use trains instead of private cars at a time of high fuel prices.

State Secretary for Public Transport and Rail Infrastructure Annet Bertram said the measure would make off-peak train travel more accessible.

“It’s great that we can finally get started. Starting June 15, everyone can travel by train at a lower cost during off-peak hours. It’s an excellent opportunity to discover train travel and leave the car at home, especially during this period of high fuel prices. This is how we’re working toward accessible public transportation,”

Affordable summer rail travel in the Netherlands

The special ticket forms part of a Dutch government support package adopted in response to rising energy costs and fuel prices. Legislative authorities approved the measure, which is being implemented in cooperation with rail operators.

The national operator NS, or Nederlandse Spoorwegen, will launch the “Nederland Dal Vrij Trein” product⁠ together with other rail operators.

NS CEO Wouter Koolmees said public transport could help address the pressure created by high fuel prices.

“It’s great that public transport is seen as a solution to high fuel prices. Outside of peak hours, there is often plenty of room for additional passengers, and summer is the ideal time to do this. For existing passengers, it’s an excellent opportunity. Every new passenger is welcome, and we invite them to discover the Netherlands by train,”

Nederland Dal Vrij Trein validity and price

The ticket will provide unlimited second-class travel on all domestic trains from June 15 to August 31. It will apply during off-peak hours and on weekends.

The monthly price is 49 EUR, making the product an adapted version of the existing NS Flex Dal Vrij rail pass⁠.

To support rapid implementation, the new pass will work with existing ticketing systems. Passengers will be able to buy it online or from ticket machines at stations.

For new users, the pass can be used until July 31. It will be offered with monthly payment and a flexible cancellation option.

Monitoring the shift from road to rail transport

The measure is intended to raise passenger numbers during the summer and support a shift from road transport to rail. It is also aimed at giving new users an opportunity to become familiar with train travel.

Authorities plan to assess the results of the ticket, including who uses it, why passengers choose it, and whether it changes mobility behaviour.

The Dutch government is also continuing to focus on public transport accessibility as operating costs and mobility demand continue to change.
