National transport pass in Spain: what changes in 2026

The national transport pass in Spain is set to take effect in the second half of January 2026. The government says the pass will cost €60 a month and allow unlimited trips on public transport — the initiative was also covered by Railway Supply. For young people under 26, the price will be €30.

How much the pass costs and who it benefits?
The measure is aimed at improving the affordability of public transport, especially for people who commute to work every day. Authorities estimate that around 2 million people could benefit from lower monthly travel costs once they purchase the pass. In some cases, savings may reach up to 60% compared with passengers’ current spending on transport services.

How the national pass will work?
The pass will be valid on suburban and regional rail and bus services. It will not cover high-speed trains or long-distance intercity bus routes.
European comparisons: D-Ticket and Passe Ferroviário Verde
Similar initiatives are in place elsewhere in Europe. In Germany, the monthly D-Ticket was initially introduced for a limited period at €9 in summer 2022; its price then rose gradually to €58. From 1 January 2026, it will increase to €63, and the scheme is approved through 2030 — Deutsche Bahn also lists the 2026 price in its FAQ.
In Portugal, passengers have been able to use the Passe Ferroviário Verde (Green Railway Pass) since October 2024, with options for 30, 60 or 90 days priced at €20, €40 and €60 respectively; terms and fares are published by CP — Comboios de Portugal. Hungary also offers a monthly public transport pass priced at 18.9 thousand forints (about €50), with significant discounts for students.
