Initial Challenges in the Tender Process
In November 2021, CMRL issued its first tender for 12 three-coach trains, intended for a 39-year operational span. However, only Titagarh Wagons bid, and their submission was rejected due to non-compliance. This led to the suspension of the tender, prompting CMRL to revise its procurement strategy for better results.
Chennai Metro’s New Approach to Procurement
Reissuing the tender in February 2024, CMRL successfully drew bids from Alstom, BEML, and Titagarh. This marks a milestone for the Chennai Metro as it refines its procurement process to meet growing urban mobility demands.
Specifications and Scope of the ARE04A Package
The contract includes the design, manufacturing, and delivery of 32 new train sets. Each three-coach train will accommodate 980 passengers and achieve speeds of up to 90 km/h. The project also involves testing, commissioning, personnel training, and a 15-year comprehensive maintenance agreement.
Train Delivery Schedule and Deadlines
The contractor must meet strict deadlines, delivering a prototype within 630 days and completing all batches in three years. This schedule ensures timely deployment of trains for Phase 2 operations.
Key Technical Features of the Trains
The trains will operate on standard-gauge tracks in a DMC+TC+DMC configuration, with maintenance at depots in Madhavaram, Semmancheri, or Poonamallee. Designed for efficiency and capacity, they will enhance commuter experience significantly.
Next Steps for ARE04A Contract Evaluation
The bids from Alstom, BEML, and Titagarh are undergoing technical evaluation. Once complete, financial bids from qualified contenders will be reviewed to select the most cost-effective solution.
