Modernization of Electric Locomotives: Ministry of Development of Ukraine and EBRD Signed an Agreement

The Ministry of Development of Ukraine and the European Bank for Reconstruction and Development have signed a guarantee agreement for the modernization of electric locomotives. This deal will accelerate railway transport upgrades, improving logistics infrastructure and transportation efficiency. This was reported by the railway transport news portal Railway Supply.

The document was signed by Deputy Prime Minister for Ukraine’s Reconstruction Oleksiy Kuleba and the President of the EBRD. This new agreement aims to enhance railway transportation and develop transport infrastructure.

“Despite ongoing attacks, Ukraine’s transport network remains the backbone of the economy and ensures mobility. Therefore, key infrastructure projects in 2025 will focus on restoring damaged facilities,” Kuleba stated.
The minister emphasized that the electric locomotive modernization project will ensure the efficient operation of the railway system. He also noted that cooperation with the European Bank for Reconstruction and Development will help accelerate the recovery of Ukraine’s transport sector.
Modernization of Electric Locomotives as a Strategic Priority for 2025
The ministry’s team presented additional key areas of joint work to EBRD representatives. The primary focus is on securing additional investments and grant financing.
Key priorities include developing the Trans-European Transport Network and modernizing road infrastructure. The possibility of refinancing Eurobonds for a longer term is also being considered.
Earlier reports indicated that Ukrainian Railways (Ukrzaliznytsia) will receive €480 million in loans from the European Bank for Reconstruction and Development. These funds will be allocated for the development and modernization of Ukraine’s railway sector.
