Budget stands at 65 billion shekels (about $17 billion). Contractors must bring 20 TBMs, handle 40 million m³ of spoil, and deploy roughly 16,000 staff—many hired abroad.

Officials court bidders from India and South Korea because both markets bring depth in large tunneling. However, lower international participation—given current politics—could thin competition and push prices, timelines, or both.

NTA’s working target sets initial operations for 2034 and full network service for 2037; to be fair, several analysts already pencil in 2040, after approvals, systems tests, and certification. Still, the outlook remains tight.

Prequalification is due to close in spring 2026. Main tenders should follow toward year-end, and—meanwhile—non-participants in the first round will get another entry point.

Capacity, in real terms, hinges on staffing; importing skills at this scale is slow and expensive. As one planner put it, “we can see the cliff coming”—so early mobilization and training pipelines matter.
