Authorities in An Giang Province have approved the $366 million project. The 17.7 km line will provide fast and comfortable connections between Phu Quoc’s tourist and business districts. The route will include a 2 km underground section through the city center and a 1.3 km elevated segment.

Trains more than 34 meters long will reach speeds of up to 100 km/h, cutting travel time between the airport and the APEC conference center to just a few minutes and easing pressure on local roads.
Construction is scheduled to begin in the fourth quarter of 2025 and finish by the start of the APEC 2027 forum. The project will follow a public-private partnership model: the government will finance up to 70 percent, while private investor Phu Quoc Sun Co., Ltd., part of Sun Group, will contribute the rest. The concession period will last 40 years after the line enters service.
Light rail line and Sun Group’s transport strategy
Sun Group is actively expanding Vietnam’s tourism and transport infrastructure. The company recently proposed adding a 100-kilometer light rail line along the Saigon River to Tay Ninh City as part of Ho Chi Minh City’s new master plan. These initiatives reflect Sun Group’s long-term goal of integrating modern transit solutions into major urban centers.
Light rail projects are becoming a cornerstone of Vietnam’s sustainable mobility strategy. In Hanoi, the first 13-kilometer line is already operating, using CRRC trains that can carry up to 960 passengers. The Ministry of Transport plans to build 10 similar lines totaling 417 kilometers by 2030.
