Launch of Two Investment Projects with EBRD: Renewal of the Electric Locomotive Fleet and Restoration of Ukraine’s Postal Network

The Ministry of Community Development, Territories, and Infrastructure of Ukraine has announced the launch of two significant investment projects with the support of the European Bank for Reconstruction and Development (EBRD), this is reported by the railway transport news portal Railway Supply.
These projects aim to modernize the electric locomotive fleet of JSC “Ukrzaliznytsia” and restore the postal network of JSC “Ukrposhta” in the affected and de-occupied regions of the country.
Renewal of the Electric Locomotive Fleet of JSC “Ukrzaliznytsia”
The first project involves obtaining a loan from the EBRD under a state guarantee of up to 300 million euros.
This amount will be additionally co-financed by an investment grant of 190 million dollars, administered by the World Bank under the “Restoration of Critical Logistics Infrastructure and Network Communication” program.
EP Cargo: Quality Assurance in Rail Freight Transport
The total project budget will allow the purchase of 80 new electric locomotives for “Ukrzaliznytsia,” which will significantly improve the quality of rail transportation in the country.
Modernizing the electric locomotive fleet is an important step towards increasing the efficiency and reliability of rail transport in Ukraine. It also contributes to reducing operational costs and improving environmental performance, as modern electric locomotives have higher energy efficiency and lower emissions of harmful substances.
Restoration of the Postal Network of JSC “Ukrposhta”
The second project focuses on restoring postal infrastructure in the affected and de-occupied territories of Ukraine.
The EBRD plans to allocate almost 104 million euros for these purposes. This project includes the installation of new container-type postal offices, allowing for the rapid resumption of postal services in regions affected by military actions.
The project also includes the expansion of mobile postal units, ensuring access to postal services even in remote and hard-to-reach areas.
Acting Minister of Community Development, Territories, and Infrastructure, Vasyl Shkurakov, noted that the successful experience of cooperation with the EBRD in implementing infrastructure projects has already yielded significant results.
Thanks to joint efforts, it was possible to modernize rail connections and improve the logistics postal network, making it more accessible, especially in rural areas. The construction of the transport network has also received a significant boost for development.
These projects represent important steps towards the restoration and modernization of Ukraine’s critical infrastructure. The support of the EBRD and the World Bank enables the implementation of large-scale initiatives that the state would find challenging to achieve alone. Modernizing the electric locomotive fleet and restoring the postal network will not only improve the country’s transport and logistics infrastructure but also lay the foundation for further economic growth and stability.
Thus, the implementation of these investment projects with the participation of international partners indicates positive prospects for Ukraine in the field of infrastructure development and international cooperation.
