Kazakhstan Reforms the Freight Rail Transport Market

Kazakhstan has launched preparations for the liberalization of freight rail transport to promote competition and establish transparent rules for infrastructure access. This is reported by the railway transport news portal Railway Supply.

The Association of Freight Rail Operators, supported by the Antimonopoly Agency and the Ministry of Transport, has proposed a reform package. Its primary goal is to ensure equal working conditions for all market participants.

Kazakhstan Creates Opportunities for Private Operators
A central initiative involves creating a state-owned infrastructure company, separate from the national railway holding “KTZ”. This move will eliminate conflicts of interest and open the market to private carriers.
The proposal also includes implementing a transparent access regulation for the mainline network. This is essential for fostering a healthy competitive environment, especially in the transit segment.
Kazakhstan Targets Market-Based Tariffs and Investment
The government plans to revise its tariff policy by abandoning underpriced rates without compensation. Instead, it aims to implement market-based pricing while balancing the interests of all stakeholders.
Special attention will be given to the establishment of an independent regulator. This body will oversee infrastructure access, competition, and tariff formation without interference from operators.
At the same time, Kazakhstan is offering investors flexible cooperation formats such as concessions, public-private partnerships, and joint ventures. These efforts will support the modernization of terminals, locomotives, and freight cars.
Liberalization is scheduled to begin in stages from 2027 under the national railway development strategy. The reform will form a foundation for a stable logistics system and enhance the country’s transit potential.
