The Tender Committee of the Kyiv Metropoliten awarded the victory to the national manufacturer – PJSC “KRCBW”

Today, on August 25, 2023, on the website of the tender committee of CE “Kyivskii Metropoliten” there appeared such a welcome publication for the team of PJSC “Kriukivskyi Railway Car Building Works” and our partner enterprises about the award of victory in the tender for the supply of metro trains. The offer of domestic car builders for the execution of the contract “Procurement of new metro trains (including spare parts and consumables, equipment and tools for maintenance, repair and related services) in the amount of EUR 79,195,560.00 including VAT – 20%” was accepted by the tender committee and approved by the European Bank for Reconstruction and Development (EBRD).

Next step, in accordance with the protocol, is work on the contract conclusion and other procedures, and the production and delivery of finished products to the customer.

As we have already reported, domestic (PJSC “KRCBW”) and foreign (“Skoda”) bidders took part in the tender. Let me remind, that the offer of KRCBW was 37% cheaper. Awarding the victory to the national manufacturer says that the tender committee, the Kyiv city administration demonstrated wisdom and patriotism by directing funds to the Ukrainian economy, giving priority to job creation and paying taxes. And this is the economic security of the state, the financing of all expenses, including the Armed Forces, and the approach of Victory.

This is a correct and far-sighted decision in the year of the 25th anniversary of the national industry of domestic metro trains construction. More detailed information on this topic.

Recently, KRCBW has made public the technical and design solutions for the exterior and interior of metro trains, which it offers not only for Kyiv, but also for Kharkiv metros.

This is a metro train with an asynchronous traction drive with 3 motor and 2 trailed non-motor cars, domestically produced bogies with central pneumatic suspension and disc brakes, the length of the train is 97 m, the design speed is 90 km/h, the intended service life is 50 years, its total passenger capacity ( including standing passengers) – 1,650 passengers.

There are 2 inclusive, specially equipped places for passengers in wheelchairs. The movement of passengers from car to car is free – through hermetic gangways (train-“pipe”). KRCBW has been using hermetic intercar gangways for a long time (more than 10 years) in the production of our passenger rail rolling stock. More detailed information on this topic.

It was not by chance that we mentioned that we offer the same cars for Kharkiv in the tender announced on May 5, 2023. The purchase is planned with the funds of the European Investment Bank (EIB).

Kriukivskyi Railway Car Building Works plans to compete for the project. But!!! The Tender Committee of the Kharkivskii Metropoliten has put forward a requirement to confirm the experience of supplying at least 30 metro cars over the past 5 years.

KRCBW has sufficient experience in the construction of metro cars, having put 170 cars on the rails, but not in the last 5 years
Besides, the requirements of tender are specified only according to European standards. Whereas the infrastructure, safety rules, rolling stock in Ukrainian metro operate according to national ones. The Ukrainian standards are not included to the tender requirements of Kharkivskii Metropoliten “for some reason”.

Under such discriminatory conditions, the domestic producer will be disqualified already at the first stage – consideration of proposals.

Besides, the Kharkivskii Metropoliten demands within the budget of the project the delivery of specific equipment for the repair and maintenance of metro trains, without specifying technical requirements, input and output data for it. Requirements for the supply of equipment without a detailed technical description give the customer the opportunity to apply ambiguity during the evaluation of the participants’ proposals and can lead to distortion of the tender results, as well as to the tender winner forming additional expensive wishes for the equipment at the stage of concluding the contract.

So why doesn’t Kharkiv follow an example of Kyiv? Does not its administration need deductions to the budget of the war-torn city?

We ask to make changes to the tender requirements and allow not only foreign applicants to participate in the competition, but also national producers, as the wise Kyiv did. We hope for the foresight of the leadership of the Kharkivskii Metro, its tender committee, and the city administration. May the strongest and the best win!
