JICA to Modernize Manila’s Light Rail Transit System

JICA will provide technical support to Manila’s LRT-1 operator, Light Rail Manila Corporation, to boost energy efficiency, cut operational costs, and lower CO₂ emissions. This is reported by the railway transport news portal Railway Supply.

This funding supports the Philippine government’s strategy to reduce traffic congestion, improve passenger service, and lower emissions.
The goal is to cut carbon emissions by 75% by 2030 in line with the Paris Agreement.
In April 2025, JICA and LRMC agreed on the implementation of the project, which includes introducing Japanese technologies and reducing the LRT-1 line’s energy consumption.
JICA to Introduce Japanese Solutions in Manila’s Rail System
Japanese experts will assess traction systems and rolling stock, identify energy losses, and implement energy-efficient train driving methods.
They will also apply advanced energy recovery techniques and draw from Japan’s urban transport experience.
These upgrades will help reduce LRMC’s operating costs.
The project is set to begin in July 2025 and finish by May 2026. It will mark a major step in Manila’s transit sustainability and modernization efforts.
