Howard Street Tunnel project hits milestone with bridge paving

CSX said yesterday it completed the final paving on Baltimore’s Guilford Avenue Bridge, a step it cast as a milestone in the Howard Street Tunnel project to modernize freight-rail infrastructure in the area, as reported by Progressive Railroading.

Howard Street Tunnel project and the clearance upgrade
The initiative centers on the historic Howard Street Tunnel beneath downtown Baltimore, a structure originally built in 1895. CSX says the project’s primary goal is to increase the tunnel’s vertical clearance so double-stack intermodal trains can pass through.

What CSX says was completed in September 2025?
In a press release, CSX officials said the tunnel expansion was completed in September 2025, creating new opportunities for customers, the Port of Baltimore, and the wider region. CSX added that the Guilford Avenue Bridge work helped keep the broader program moving forward while limiting impacts on the community.
“Raising the bridge allowed us to avoid major disruptions and keep the project on track for the community and our customers,” said Brandon Knapp, CSX’s senior director of Mid-Atlantic construction.
CSX CDP “A” List climate leadership update
Separately, CSX also announced yesterday that it has been named to the CDP “A” List for climate leadership, regaining its top score after two years at the B level, according to a CSX announcement. CSX said it is the only Class I railroad to earn the distinction and described the recognition as placing the company among global leaders in environmental disclosure and governance.
