Franconia-Springfield Rail Bypass Project Begins Construction

The Virginia Passenger Rail Authority (VPRA) advanced the project with an early June 2025 limited Notice to Proceed. Permission grants the contractors to initiate the construction of a temporary “shoofly” track that will ensure the continuance of train traffic during the construction period.

The $405-million proposal entails a 1.4-mile corridor with a 0.6-mile elevated flyover to diverve passenger trains from CSX freight traffic. Since the trains, as they are now, intersect at grade level, the new bypass will minimize congestion and delay between Washington, D.C., and Fredericksburg.

The FlatironDragados-Herzog Joint Venture oversees construction, bringing tried-and-true rail-building experience from throughout North America. Since the project sites are in a live-track environment, crews adopt strict safety and timeliness regimens to cause minimal disruption.

FlatironDragados and Herzog executives pointed to cooperation with VPRA and CSX in order to deliver efficiently. FlatironDragados’ Jim Schneiderman mentioned the joint commitment in safety and quality by the partnership. Herzog’s Scott Norman added that keeping deadlines and cost in check is very much a first consideration.

Construction started in July 2025, with an end period in 2029. Amtrak, Virginia Railway Express, and various agency coordination allow continuous service during the process. The Community Advisory Group, launched in August 2025, involves the populace and provides period progress reports, encouraging trust and transparency.

Once completed, the bypass will eliminate an aging chokepoint south of the Franconia-Springfield Station. It will enhance network reliability, improve travel times, and future-proof the corridor for increased capacity between Washington and Richmond.
