Foothill Gold Authority Restarts Bidding for Rail Expansion

Foothill Gold officials launched a revised procurement process for the light-rail extension from Pomona to Montclair, issuing a new RFP to design the final segment of the critical transit project. This is reported by the railway transport news portal Railway Supply.

The Foothill Gold Construction Authority announced the release of the first RFP, focused on design and engineering services for the last 3.3-mile stretch. This section includes two planned stations in Claremont and Montclair.

Foothill Gold Adopts CMAR to Control Project Costs
In March, the authority canceled the prior bidding process after receiving a single design-build offer that exceeded cost estimates by 54%. Kiewit’s proposal was several hundred million dollars above the authority’s projected budget.
So, the agency adopted a new delivery model called construction manager at risk (CMAR), which separates design and construction roles. This change aims to increase flexibility and reduce financial risk.
The current RFP seeks a qualified engineering team to prepare a fully approved, build-ready plan. A separate RFP for a construction manager is expected by October, with contract awards likely in November.

By dividing responsibilities between two specialized teams, Foothill Gold aims to prevent further budget overruns. The CMAR model encourages collaboration early in the process for better cost control and efficiency.
This segment is the final link in a long-term plan to connect the Inland Empire with the broader Los Angeles rail network. So, ensuring efficient execution remains a top priority for the authority.
Foothill Gold leaders believe this adjusted procurement strategy will strengthen competitive participation and streamline delivery. They also intend to maintain project momentum despite earlier delays.
