Additionally, the rule mandates the use of Automated Data Service Providers (ADSPs) to separate BVLOS drones from manned aircraft. These providers must meet FAA-approved industry standards. Drones would need “detect and avoid” systems, yield to ADS-B-equipped aircraft, and stay clear of airports, heliports, spaceports, and eVTOL hubs.
The TSA plans parallel regulatory updates to enforce security measures under its civil aviation framework. Public feedback is open until October 6, 2025. The FAA says the new framework builds on lessons from previous exemptions and waivers, aiming to make BVLOS drone operations repeatable and scalable.
Industry Response to BVLOS Drone Operations Proposal
The proposal introduces two BVLOS authorization types, depending on scope, and requires two operational roles: an operations supervisor and a flight coordinator. Neither role demands an FAA-issued pilot certificate.
Industry leaders view this as a major step forward. AAR President Ian Jefferies called it “long overdue” and praised its potential to improve safety, accelerate inspections, and enhance emergency response. Rail carriers like BNSF, CSX, and Union Pacific already use drones for infrastructure checks, disaster recovery, and security.
