VTA Board Removes Kiewit Shea Traylor From BART Tunnel Project

The VTA Board has removed Kiewit Shea Traylor from the BART Silicon Valley Phase II project because cost estimates far exceeded the planned budget. This is reported by the railway transport news portal Railway Supply.
The decision came after a unanimous recommendation from the BSVII Oversight Committee. It supports VTA’s strategy to keep the megaproject financially viable, structurally sound, and on schedule.

VTA Board Restructures Project Delivery Plan
Kiewit Shea Traylor had been responsible for preconstruction, including work on the tunnel launch structure for the five-mile single-bore tunnel. That early phase will be completed before their departure.
While the change in tunnel contractor may cause short-term delays, VTA plans to recover time through improved construction methods and design efficiencies. The board remains focused on minimizing schedule impact.
VTA Board Initiates Global Contractor Search
In the next phase, the VTA Board will launch a new competitive procurement process. Early outreach to international tunneling firms showed strong interest in participating in the redesigned contract strategy.
By breaking the original contract into multiple packages, VTA expects better pricing and broader industry engagement. This approach allows more flexibility and aligns better with current budget forecasts.
The BART extension will bring service into downtown San Jose and Santa Clara, supporting long-term regional growth. Despite contractor changes, the VTA Board stays committed to delivering the project on time and within budget.
