Meanwhile, the Washington Metropolitan Area Transit Authority (WMATA) is set to receive $442 million for Metrorail and Metrobus operations. Virginia Railway Express (VRE) will gain $17 million to enhance commuter services.

Beyond public transit, the plan includes $20 million for freight rail upgrades. Additionally, $232 million is designated for the Virginia Passenger Rail Authority to expand passenger rail services across the state.

Rail Infrastructure Programs Advance Virginia’s Mobility Goals

Virginia’s proposal also supports multiple rail infrastructure initiatives. The Commonwealth Rail Fund (CRF) will allocate $8.8 million in FY2026 to improve rolling stock, rail facilities, and design programs. From FY2027 to FY2030, CRF plans to invest $19.9 million more.

Planning efforts will receive $1.7 million in FY2026, with an additional $10.6 million for FY2027–FY2030. These funds cover environmental studies and participation in federal programs like the Corridor Identification and Development Program.

The Shortline Railway Preservation Fund (RPF) targets track, bridge, and signal system upgrades. In FY2026, $9.2 million will go toward these improvements. From FY2027 to FY2031, $32.6 million will continue to support infrastructure modernization.

Virginia’s transportation officials are encouraging public feedback on the draft plan, highlighting the importance of collaborative planning in shaping a modern, connected transportation network.
