Ukrzaliznytsia is set to finalize the company’s strategy by the summer of 2024 and submit it for approval to the Cabinet of Ministers of Ukraine, this is reported by the railway transport news portal Railway Supply.

Ukrzaliznytsia is developing a new development strategy

This was announced by the chairman of the company’s board, Yevhen Lyashchenko, during a briefing.

«We are obligated to develop Ukrzaliznytsia’s strategy by summer. Within the company, we have already prepared many developments, models, and calculations. We have now engaged Deloitte as a strategic consultant to develop a comprehensive document and formalize the strategy. In 3-4 months, Ukrzaliznytsia’s specialists and Deloitte will finish their work, after which the strategy will be submitted for approval by the Cabinet of Ministers. Deloitte has assembled a strong international team of consultants with extensive strategic experience, including in the railway transport sector. We are confident that Ukrzaliznytsia’s strategy development will take into account both positive and negative experiences of railway company reforms in different countries,” noted Yevhen Lyashchenko.

Deloitte’s services will be funded by the USAID/UKaid project “State-Owned Enterprise Reform Activity” (SOERA).

The strategy of Ukrzaliznytsia should, in particular, take into account the requirements for the future transition to the European model of railway transport development in Ukraine.

Among them:

  • restructuring Ukrzaliznytsia in accordance with EU legislation on separating management functions for infrastructure and transportation;
  • liberalizing the transportation market and ensuring equal access to infrastructure;
  • ensuring European-level safety during transportation and compliance of railway systems and subsystems with European Technical Specifications for Interoperability (TSIs);
  • expanding TEN-T corridors with a gauge of 1435 mm into Ukraine’s territory.

Yevhen Lyashchenko also emphasized the relevance and necessity of adopting a new law on railway transport: “Everyone understands the importance of this law, but it should take into account the conclusions of the new Ukrzaliznytsia strategy, as well as the peculiarities of the company’s operation during wartime and after the cessation of hostilities,” he noted.

As previously reported, Ukraine has committed to adopting the “Railway Transport Law.”
