In New York, work started in 2025 on the $1.6 billion East River Tunnel Rehabilitation. Scheduled to be finished in 2027, it will replace tunnels damaged by Superstorm Sandy, increasing reliability for Amtrak, NJ Transit and the Long Island Rail Road.

Another milestone, The Gateway Program – Hudson Tunnel, will bring two new rail tunnels underneath the Hudson River and rehabilitate the North River Tunnel. This $16 billion plan will go a long way in increasing capacity and reducing congestion by the late 2030s.

And the Portal North Bridge Replacement in Newark, N.J., is replacing a century-old swing bridge. When finished in 2027, the new fixed-span crossing will enable trains to run at 90 mph, ending frequent delays.

Expanding Access Across the Region

Through the Penn Station Access project, Metro-North riders will have direct access to Penn Station for the first time by 2027, with four new stations in the Bronx improving connections to Manhattan and Connecticut.

Down the corridor, the Connecticut River Bridge Replacement project is transforming one of the region’s oldest movable bridges. With $1.3 billion in investment, the project will allow trains to run at speeds of up to 70 miles per hour and will increase service reliability.

Moreover, there are early plans to replace other aging bridges, including the Susquehanna River Rail Bridge in Maryland and the Pelham Bay Bridge in New York, an indication of the region’s ambitious modernization plans.
