Subway Extension in Scarborough to Cost $10.2 Billion

The Subway extension in Scarborough will cost over $10.2 billion, nearly twice the estimate released in 2019, according to a new Metrolinx report shared before its upcoming board meeting. This is reported by the railway transport news portal Railway Supply.

Stretching 7.8 kilometers into Scarborough, the three-stop line replaces the Scarborough RT, which shut down early in 2023 after a derailment and was replaced with shuttle buses.

Subway Extension Budget Now Includes Full Project Scope
Toronto previously supported a smaller, one-stop plan to Scarborough Town Centre due to rising costs. But the current project, first proposed in 2013 with a $3.56 billion estimate, has since expanded in scope and scale.
In 2019, officials projected a $5.5 billion budget for construction alone. Now, the $10.2 billion total includes land acquisition, engineering services, system installation, safety testing, and integration with TTC infrastructure.
A Metrolinx spokesperson explained that this revised figure reflects the full delivery cost, not just the tunnel work. “This is a complete project estimate from start to finish,” they told CTV News Toronto.
Subway Line to Replace RT and Extend Deep into Scarborough
Underground progress continues, as the tunnel boring machine “Diggy Scardust” moves at an average rate of 12 meters per day. Crews are working steadily toward completion.
When finished, the line will extend Toronto’s Line 2 from Kennedy Station to Sheppard Avenue and McCowan Road, improving transit access in the growing eastern borough.
This Subway expansion is part of a wider initiative by Premier Doug Ford that includes the Ontario Line, Yonge North Subway Extension, and Eglinton Crosstown West.
The Scarborough project highlights how modern infrastructure demands extensive planning, rising investment, and adaptive management in one of Canada’s largest urban centers.
