SEPTA Faces Service Cuts and Fare Hikes Amid Budget Crisis

The transit agency is reporting a $213 million shortfall, requiring a 20% reduction in service. They include the elimination of 32 bus routes, reduced trips on some metro routes and getting creative with time schedules on trains to cope increasing operating costs.

Oldman, meanwhile, will make more cuts in 2026, including five regional rail lines and 18 more bus routes. Officials have said the cuts will result in crowded trains, longer commutes and substantial inconvenience for riders.
SEPTA Budget Challenges Deepen
The funding shortage is due to continued conflict in Pennsylvania’s state Capitol on exactly how to divide funding for transit. Democrats prefer using a larger proportion of sales tax revenue, while Republicans want to switch money from a dedicated capital transit fund.
Democratic Governor Josh Shapiro has indicated a readiness to deal. But with no resolution in sight, transit operations have been strained. Energy, maintenance and staffing costs continue to ramp up pressure on the system, which is also still grappling with the slow rebound of riders since the pandemic.
Effects to Amtrak and regional services
Amtrak says that losses from lower payments from SEPTA could hamper shared infrastructure, leading to potentially cut operating speeds and reliability on crucial routes that include Keystone Service and the Northeast Corridor line, among Philadelphia, Harrisburg and New York City.
Lawmakers and even transportation leaders say that quickly returning full service depends on whether the budget is approved in a timely fashion. SEPTA says routes that are cut can be restored within two weeks with funds in place but adds that long-term damage to rider confidence is a risk.
