Rail Baltic Estonia Begins Construction of Ülemiste Terminal in Tallinn

Rail Baltic Estonia signed a contract with Merko Ehitus Eesti to construct the Ülemiste terminal in Tallinn for €85 million ($92 million); work will begin in November 2025, with completion set for October 2028. This is reported by the railway transport news portal Railway Supply.

The project is funded by the European Union through the Cohesion Fund (CF) and the Connecting Europe Facility (CEF). Construction will span Suur-Sõjamäe Street, the Rail Baltica corridor, and Eesti Raudtee’s eastern tracks, ensuring full integration.

The terminal building will rise to 20 meters, equal to a six-story structure. Its central section will stretch 180 meters and include underground pedestrian tunnels and technical systems.
Along the tracks, three platforms totaling 1,250 meters will be built, half of which will be covered by a canopy. Construction will proceed without disrupting train operations, requiring careful logistics and coordination.
Rail Baltic Estonia Creates a Next-Generation Transport Hub
The new Ülemiste terminal will become a key node within the Rail Baltica network. It will connect to the airport, tram lines, bus routes, and cycling infrastructure, as well as high-speed trains to Warsaw and beyond.
The terminal will mark the starting point of the high-speed railway. Named Linda, after a heroine from the Estonian national epic, the terminal highlights its cultural and symbolic significance.
Rail Baltic Estonia Implements Project with Leading Architects
The project was designed by Zaha Hadid Architects in partnership with the Estonian firm Esplan. The design combines bold architectural forms with environmental responsibility and functional efficiency.
According to Anvar Salomets, Chairman of the Management Board at Rail Baltic Estonia, the Linda terminal represents a new gateway from Estonia to Europe, setting a precedent in the country’s railway history.
