The $83 million terminal upgrade project, initiated in 2022, is part of the Gateway Investment Program, which has a total value of $1.4 billion.

Of this amount, $40 million was provided through two $20 million grants: one from the federal government and one from the Virginia Department of Rail and Public Transportation.

The funds are being used for the construction of two track groups and the purchase of three electric rail-mounted gantry cranes.

The new equipment and track expansion will increase the port’s rail infrastructure processing capacity by 455,000 TEU annually, representing a 31% increase from current levels.

The Gateway Investment Program also includes the creation of a deep-water channel, development of track infrastructure in the northern part of the NIT terminal, and the construction of a coastal wind power plant in nearby Portsmouth.
