The Pennsylvania Department of Transportation (PennDOT) has opened the application period for its two freight-rail funding initiatives: RTAP and RFAP. Applications close on August 29.

RTAP, funded through capital budget bonds, focuses on long-term infrastructure expansion. RFAP, created under the 2013 multimodal fund, supports intermodal freight development and improved rail access for businesses and industries.
Together, these PennDOT freight grants aim to modernize the state’s rail freight network, promote economic resilience, and reduce congestion on highways. Businesses can apply for grants that support new service development or maintain essential rail corridors.
Who can apply for PennDOT freight grants?
Eligible recipients include private rail operators, terminal owners, and companies requiring upgraded rail links. Last year, 30 projects received $55 million in funding, which helped sustain or create 344 jobs.
Mike Carroll, PennDOT’s Secretary, highlighted the system’s economic value. He noted that Pennsylvania leads the U.S. with 65 freight railroads operating over 5,600 miles of track.
These freight rail lines move significant volumes of goods, lower carbon emissions, and reduce road wear. So, expanding rail infrastructure through public funding remains a strategic state priority.
