Alstom secured a contract to build 316 M-9A railcars for the MTA as part of a $10.9 billion plan that may include more than 2,000 units. Manufacturing will take place at the company’s newly opened $75 million Plant 4 in Hornell, New York.

The facility spans 135,000 square feet and is the nation’s largest site for producing stainless steel passenger train shells. The expansion will add 258 new positions to the current workforce of 390.

MTA’s Chief of Rolling Stock, Tim Mulligan, emphasized that this contract will support hundreds of jobs in Hornell and Plattsburgh and boost a supply chain that reaches 18 states.

Alstom previously assembled similar equipment in Brazil, but this project reflects a strategic shift toward U.S.-based production. The company aims to deepen its involvement in American infrastructure growth.

Railcar Contract Drives Regional Job Creation

The order provides a major boost to the regional economy. Hornell’s facility will handle final assembly, while other U.S. locations will contribute parts and services, creating opportunities nationwide.

This contract not only enhances domestic capacity but also aligns with broader policy goals to localize public transportation manufacturing.

Modern Railcar Features to Elevate Commuter Experience

The M-9A units will include new technology such as USB ports, wider glass windows, and improved restroom access with automated doors. These features aim to modernize the passenger journey.

Pilot cars will be delivered in 2029, and service on the Long Island Rail Road will begin in 2030. The full 316-car order is scheduled for completion by 2032.

This investment represents a significant step for both Alstom and public transit in New York, combining industrial growth with commuter-focused innovation.
