The minimum localization level in the procurement of engineering products in Ukraine has increased to 20%

Since January 2024, the minimum localization level for public procurement of engineering products in Ukraine has risen from 15% to 20%, this is reported by the railway transport news portal Railway Supply.
Deputy Chairman of the Committee on Economic Development of the Verkhovna Rada of Ukraine, Dmitry Kisilevsky, shared this information on his Facebook page.

This means that at least 20% of Ukrainian components must be present in every conditional bus purchased by government bodies, society, and state-owned companies.
Kisilevsky outlined several arguments in favor of this, including additional government orders for Ukrainian industrial enterprises, the creation and preservation of tens of thousands of jobs, and the positive impact on the country’s economic policy.
The official also emphasized the potential expansion of localization in discussions with industrialists from various sectors last year, hinting at its realization in 2024.
Another goal for the current year is to strengthen control over compliance with localization legislation in public procurement.
Kisilevsky highlighted the significance of reducing import penetration in public procurement from 38% to align with European standards, emphasizing its role in economic resilience and prosperity, especially during times of war.
As reported earlier, in January 2022, the president signed a law on the localization of engineering, aiming to achieve a 40% localization level by 2028.
