Prime Ministers Kyriakos Mitsotakis and Giorgia Meloni announced the agreement in Rome during the 2nd High-Level Cooperation Council. Greece committed over €400 million to improve its rail infrastructure and safety technology.

Ferrovie dello Stato, Italy’s national railway company, pledged €360 million to modernize Greek passenger services. This includes 23 new trains and high-tech depots for long-term fleet maintenance.

Since 2017, Hellenic Train—an Italian subsidiary—has operated Greece’s rail system. The tragic crash near Tempe revealed major safety gaps, prompting renewed investments and tighter deadlines for upgrades.

Meloni praised the rail deal as a strategic step forward and said Italy shares Greece’s concerns on migration and defence. The two countries also aim to triple electricity transfer capacity to 1,500 MW under a new ADMIE–TERNA agreement.

Greece and Italy Align on Migration, Defence, and Trade

Mitsotakis emphasized that Greece and Italy face shared geopolitical and security challenges. He called for more frequent summits and deeper EU coordination, especially in defence and migration policy.

The leaders expressed support for border security, dismantling trafficking networks, and strengthening legal migration frameworks. Mitsotakis called Italy Greece’s strongest EU partner on migration matters.

Meloni confirmed that both countries back Ukraine’s ceasefire efforts and EU integration for the Western Balkans. She also stressed expanding energy and digital links through joint initiatives like Blue Med and Green Med.

Both leaders reaffirmed their desire to prevent trade conflicts with the U.S. and maintain a united Western front. “We’re ready to lead together on multiple fronts,” said Meloni.

The €360 million deal reaffirms Italy’s commitment to helping Greece modernize its infrastructure, while Greece positions itself as a reliable regional partner through strategic cooperation.
